I'm the chair ("director") of the International Law Commission at the upcoming AmWest conference in Vegas. One of our topics is definitely going to be The Legal Status of Unlawful Combatants (think "Guatanamo Bay: Legal?"), but I'm not sure what other two topics to do. I'm definitely not doing the traditional cop out of "define terrorism." Thinking maybe something related like "extraordinary rendition" (when detainees are sent to a third counrty specifically because they can be tortured by that country), but that might be too closely related to the same thing (Gitmo). I found the list of pending agenda topics for the actual ILC, but none of them really stand out to me as good MUN material.
Anyone have any thoughts on subjects that international law does not currently address which would make a good topic? Or if you'd like to endorse one of hte listed ILC topics that would help me too. Thanks.
PS: Anyone out here going to AmWest? Going to be in the ILC perhaps?
PPS: Anyone just get back from CalMUN Anaheim, where I chaired the ILC this weekend?

The ILC Rappatoire
I emailed a distant relative who is a professor of international law for advise, and she informed me that she'd just been talking to the actual rappatoire of the actual ILC, and recommended liability of states for unintentional environmental damage (such as chernobyl), and applicability of diplomatic immunity to persons charged with war crimes. Let's see ... in MUNFW I did the 5th committee .... redefining terrorism (total cop out, but it was fun to listen to the Americans get into it with Palistein - I was Argentina).
You could do something along the lines of "reviewing/renewing the Geneva Accords"
And then something like extraordinary rendition might be fun. :-) Good luck!

defining terrorism
Also I thought I'd note that I once had a lot of fun being Libya on the topic of defining terrorism. This was back before Bush had scared Libya into renouncing terrorism, so I teamed up with Cuba and Syria to define terrorism only as destroying stuff for no reason (ie suicide bombers might have a reason and thus be freedom fighters!). It was good times. Last year I was the United States, which of course made me once again have very specific motives as to shaping the definition. I decided to go with the two the ILC rappatoire suggested to me, applicability of diplomatic protection to persons accused of international crimes, and liability for unintentional consequences of activities not prohibited by international law. I don't know shit about them but hey On High told me they were good so I'm sticking to it. That and my gitmo thing
